how do you know if the cat actually has anxiety issues that need to be treated versus just being a strange/neurotic cat???

my cat has always been a bit odd and neurotic but i'm wondering if it's more serious... it's been 3 weeks since i moved and he still meows his head off allll night long... i've ruled out physical problems because it started exactly wtih the move and it's ONLY when i'm sleeping at night.... i'm thinking he's still nervous (maybe stray cats outside? neighbors next door?) maybe? he has food, water, toys, a brother, a full clean litter box (when he's not unrolling the toilet paper into it)....

i was just wondering how would i know if it's really a disorder or if he's just a nervous cat that needs more time?
lol he does act quite feminine!!!!!

but i had him spayed so unless the vet is really awful he's a boy
