Default In Mens Health it say 30+ min on treadmill shifts from fat burn to muscle...

...burn so how do I + mass and - belly?

Maybe you could try area specific weight training. If your wanting to burn belly you could do the crunches with your legs slightly raised, and wear the weights on your ankles to build muscle. If you want to build muscle on your arms and shoulders, wear the weights on your wrists. Hope this helps.
