i have 2 receding hair lines and i want to grow hair there, and how?

i am 21, asian male. i want to have a bald fade haircut. but if i do there will 2 receding hair lines visible. i want to grow hair there to make myself look better. how do i grow hair in a spot where i was genetically born this way?
