erectile dysfunction?

is it normal for a guy to not be able to get off by vaginal intercourse, but can by masterbation. This has gone on for 3 years. He says penis isint as sensitive as should be. I have never had this problem with any man before. He has got off maybe 7 times in 3 years by intercourse.
